This is a privately operated campground — the operator sets the fire rules. Many allow campfires in fire rings outside fire ban periods. Contact them before you travel.
A declared fire ban always overrides the operator's rules.

“Yes, modest campfires are allowed on all sites only in fire rings provided, you are responsible to ensure flammable materials, grass and tents are kept clear. Do not relocate fire rings. Check the fire barometer located at office for fire warning levels.”
